First chapter to file a city holds that flag. One hang per city — if it is already claimed, join them. If it is open, it is yours.

• Pick an unclaimed city. Name the hang.
• The flag goes on the globe the same day. You run the chapter.
• Oakland is held by the founding chapter — East Bay Hummer.
